Decoder coverage
Each decoder is a narrow, versioned parser for one program. Anything it doesn't recognise is caught by the balance invariant and sent to review — never silently booked.

How a decoder is released
Every decoder ships with a fixture set of real mainnet transactions, an expected journal output, and a pinned version. A new version never changes past exports: a sealed pack records the exact decoder version that produced it.
